The Economic Community of West African States (ECOWAS) has launched its Regional Social Protection Framework and Operational Plan during a high-level workshop held Sept. 11 at the ECOWAS Commission headquarters in Abuja.
The new framework aims to help member states expand and strengthen social protection systems, improve access to essential services and promote social inclusion across West Africa.
The launch event, organized by ECOWAS’ Department of Human Development and Social Affairs, was held in collaboration with the International Labour Organization, UNICEF, the Food and Agriculture Organization, the European Union and other partners.
Prof. Fatou Sow Sarr, ECOWAS commissioner for human development and social affairs, described the framework as a key milestone in advancing the regional social protection agenda, urging sustained cooperation among stakeholders.
Hon. Swaray Mohamed Rahman, Sierra Leone’s minister of employment, labor and social security, chaired the event.
He emphasized the need for collective efforts among member states, noting that “poverty and vulnerability do not respect borders.”
Nigeria’s initiatives were highlighted by Mr. Valentine Ezulu, who represented Dr. Yusuf Tanko Sununu, the country’s minister of state for humanitarian affairs and poverty alleviation.
These included a digitized cash transfer program reaching over 5.5 million households and a national register covering nearly 20 million households.
The workshop concluded with the official launch of the framework and the 2025–2026 biennial work plan.
Development partners reaffirmed their support to help implement the framework and strengthen social protection systems that are inclusive, effective and sustainable across the region.
