Anne Désirée Ouloto-Lamizana, Côte d’Ivoire’s minister of state and minister of public service and administrative modernization, called for the development of a citizen-friendly public service for the benefit of all.
The statement was made Tuesday, June 23, 2026, at the Palace of Culture in Abidjan-Treichville during the opening ceremony of the sixth National Public Service Days (JNSP).
Held under the theme, “Together, let’s build a citizen-friendly public service,” the ceremony was attended by Ibrahime Coulibaly-Kuibiert, president of the Council of State; several members of the government; technical and financial partners; and numerous civil servants, state employees and student civil servants.
“President Alassane Ouattara has received a mandate from the people, to whom he has promised shared happiness,” Ouloto-Lamizana said.
According to her, this shared happiness is expressed through the provision of public services, including security, peace, development, access to drinking water and electricity, education, health care, and many other sectors contributing to the well-being of the population.
The ministry she heads places a strong emphasis on digitalization to move closer to users, making them true partners in order to better serve their interests.
Delivering the keynote address, Coulibaly-Kuibiert said the Ivorian public administration is adapting to changing times by implementing information and communication technologies to efficiently address citizens’ needs.
“We must create a partnership between the administration and users of public services so that public service truly serves the citizen,” he said.
To achieve this, the administration must work in the public interest and respect the three fundamental principles of public service: continuity, equality and adaptability, or responsiveness to citizens’ needs.
“Civil servants, state employees and citizens, let us build this citizen-friendly public service, because it is together that we will write the most beautiful pages in the history of our country,” said Auguste Yéboué, director-general of public service transformation, before launching the Public Service Innovation Award on behalf of the minister of state.
The National Public Service Days will be held June 23-26, 2026, in the autonomous districts of Abidjan and Yamoussoukro, as well as in all 31 regions of Côte d’Ivoire.
The program includes exhibits and public service workshops, a master class, a roundtable discussion and panel sessions, culminating in a closing ceremony Friday at the Sofitel Abidjan Hôtel Ivoire in the presence of Prime Minister Robert Beugré Mambé.
